The copy protection mechanism for the ArcGIS Desktop 9.3 Concurrent Use product lines (including ArcInfo Workstation 9.3) has been upgraded. We no longer use the FLEXlm v7.0 Licensing system used with previous versions of ArcGIS. With ArcGIS 9.3, the FLEXlm License manager has been upgraded to Macrovision's FLEXnet Publisher v11.4. As a result, you will no longer be able to use your existing license server for the ArcGIS Desktop 9.3 and ArcInfo Workstation 9.3 products. The License Manager that shipped with ArcGIS Desktop 9.2 and ArcInfo Workstation 9.2 products can only be used for 9.2, and prior 9.x, products. The license manager that ships with ArcGIS 9.3 can be used for 9.3 as well as for prior released 9.x products.

NOTE: When using the 9.3 LMTOOLS GUI, you will see a Borrowing tab. License borrowing is not enabled for the ArcGIS 9.3 release. We plan to enable this feature for a post 9.3 release.

New ArcGIS 9.x users

Simply install the ArcGIS License Manager, available on the ArcGIS 9.3 media, on any one of the supported platforms and use this to serve licenses to ArcGIS Desktop 9.3 and ArcInfo Workstation 9.3.
Please follow the Installing the License Manager topic in the ArcGIS Installation Guide.

Existing ArcGIS 9.x users

After all previous versions of ArcGIS Desktop, ArcInfo Workstation, and the ArcGIS License Manager software have been uninstalled, simply install the ArcGIS License Manager which is available on the ArcGIS 9.3 concurrent use media, on any one of the supported platforms. Use the ArcGIS License Manager to serve licenses to ArcGIS Desktop 9.3 and ArcInfo Workstation 9.3.

Please follow the Installing the License Manager topic in the ArcGIS Installation Guide.

Migration: Using the old and new version of the ArcGIS License Manager simultaneously

To avoid disrupting your production environment, you can setup up the ArcGIS 9.3 License Manager on a second machine. This will allow your existing ArcGIS products to continue working as they currently are, and the ArcGIS 9.3 products to operate using the updated 9.3 license manager.
For Windows machines, each license server will require its own hardware key and corresponding license file. For UNIX machines, only a new license file tied to the machine's hostid is required.

Please submit a Customer Service request for your ArcGIS Desktop, or ArcInfo Workstation, 9.3 license file and hardware key, if needed.
