RSKEWC: Rectified Skew Orthomorphic, Origin and Azimuth at Center
This projection type, also known as the Hotine Oblique Mercator, produces rectified Cartesian coordinates. The origin is automatically computed to be that given by the first two parameters. The rectification technique is commonly used in places other than Alaska.

Used only when defining a coordinate system that is to produce measurements on a scaled paper map. This value is the scale of the map, e.g., 100,000. Normally, this value is set to 1.0. |
X_OFF |
The false easting to be applied to all X coordinates, usually selected to cause all X coordinates within the coordinate system to be positive values of reasonable size. |
Y_OFF |
The false northing to be applied to all Y coordinates. |
