You can change the size of an annotation feature by placing Edit Annotation Tool pointer over the red triangle on the corner of the annotation feature. The pointer will change to the two-pointed Resize Annotation pointer. Click and drag the resize handle toward the middle of the annotation feature to reduce it. Click and drag the resize handle away from the middle of the annotation feature to enlarge it.
