You can select a topology node with the Topology Edit Tool by pressing the N key and dragging a box around the node. Pressing the N key temporarily limits the selectable topology elements to topology nodes.

You can drag a topology node to a new location, or you can move the node a given distance in the X and Y directions, or move it to a known X,Y coordinate.
