If you need to have more people concurrently connected to an ArcSDE geodatabase for SQL Server Express or more than one person editing at a time, you could move to geodatabases licensed through ArcGIS Server Workgroup.
ArcSDE geodatabases licensed through ArcGIS Server Workgroup are not limited on the number of Web service connections to the database server.
The simplest method for migrating from a file or personal geodatabase to an ArcSDE geodatabase licensed through ArcGIS Server Workgroup is to copy and paste the data. To move from an ArcSDE geodatabase licensed through ArcGIS Desktop or ArcGIS Engine to an ArcSDE geodatabase licensed through ArcGIS Server Workgroup, you can detach a geodatabase from the ArcGIS Desktop licensed database server, move the database file to the machine with the database server licensed through ArcGIS Server Workgroup, and attach the geodatabase.

NOTE: You must be a database server administrator and an administrator on the PC on which the the instance of SQL Server Express is installed to update the license key.
- Obtain an ArcGIS Server Workgroup authorization keycode from ESRI.
- Run the installation to set up an installation of SQL Server Express and enable it to store ArcSDE geodatabases.
- Detach the geodatabases from the database server licensed through ArcGIS Desktop, then attach them to the ArcSDE database server licensed through ArcGIS Server Workgroup. This is done in ArcCatalog. See Detaching and attaching a geodatabase on a database server for details on how to do this. Attaching the geodatabase to the database server licensed through ArcGIS Server Workgroup automatically updates the license file in the geodatabase.
If you want to change an existing instance licensed through ArcGIS Desktop or ArcGIS Engine to one licensed through ArcGIS Server Workgroup, you can do the following:
- Create backup files of all your existing geodatabases. See Back up and restore geodatabases on an ArcSDE database server for instructions.
- Run just the postinstallation portion of the ArcGIS Server Workgroup installation wizard.
- Choose your existing SQL Server Express instance.
- Complete the authorization for ArcGIS Server Workgroup.
- As a database server administrator, open ArcCatalog and connect to the existing database server.
- Detach then attach each of the geodatabases on the database server to update the license keys in the individual geodatabases. See Detaching and attaching a geodatabase on a database server for instructions.
