ArcGIS Server 9.3.1 improves on the quality and performance of previous releases. Following are a few of the major changes you might notice. For a more detailed list of the fixes and enhancements, see the What's New in ArcGIS 9.3.1 PDF available on the ESRI website.
ArcGIS Server 9.3.1 introduces an optimized map service based on a new file type, the map service definition (MSD). MSD-based map services use a rewritten drawing engine that is designed to be faster than previous ArcIMS and ArcGIS Server map services. You create these optimized map services using the new Map Service Publishing toolbar in ArcMap.

Both the Java and .NET Web ADFs now support adding ArcGIS Server image services to your Web applications. You can add these layers either in Manager or in an integrated developer environment (IDE). Image services are a way of efficiently serving raster data, especially large collections of imagery.
You can now add Bing™ Maps to your .NET Web applications that you build with ArcGIS Server. You connect to Bing Maps in Manager or Visual Studio, providing your credentials, then select the map type and culture that you want to include. Bing Maps can also be used as a locator for the Find Address task.
The release of ArcGIS Server 9.3.1 is accompanied by the release of a new ArcGIS API for Microsoft Silverlight. This API allows you to work with your ArcGIS Server maps in rich Internet applications that use Silverlight technology. In these applications you can use services published from either the .NET or Java editions of ArcGIS Server.
