You can change the order in which model parameters appear on the model's tool dialog box.

Click the Parameters tab. Click Input Proposed Roads and click the Move Up arrow to place this parameter at the top of the list.
Use the Move Up or Move Down arrows to place Input Vegetation after Input Proposed Roads, then Output Habitat Locations, and Output Impacted Habitat last.
Click OK.
