You can use the View Properties dialog to set a view.

Every view that you add to the Contents window has two elements associated with it, the location and height of an observer and the location and height of a target. As you navigate over the map, you implicitly adjust the view. You can set the observer and target position associated with a view by clicking Set View.

If you've established a view, when you double-click it in the Contents window the map will display the view.
